I have noticed in several of the books I have read by Dostevsky that he often abreviates the towns. One example in House of the Dead is "Government of T____, and the district of K____. Is this common to just him or is it a Russian method of writing?

That's an excellent question!  I'm not sure I have an answer but it would be interesting to find out why this is.

 In the Brothers Karamazov Dostoesvky has had yet to reveal the name of the town somewhere in the end of the book that the town where the action took place was Skotoprigonievsk!
 I think it was done intently in case someone wouldn't be bragging afterwards that the plot was unveiling in his town and not yours.
